The LORD's non-response to Habakkuk's repeated plea for his intervention draws from the prophet the cry recorded in vs.2-4. There is perplexity in his cry, pain in his cry, longing in his cry, frank and honest questioning in his cry, faith in his cry, and an answer to his cry.
